Development, implementation and evaluation of SA Pharmacy Workforce Roadmap 2017-2022: a South Australian experience

Abstract
Background
SA Pharmacy services South Australian metropolitan and rural public hospitals. In 2017, analysis of staff demographics, an all-staff survey and expert clinician input was utilised to build a 5-year Workforce Roadmap to guide our strategic direction for workforce planning. We undertook a reflection on achievements as a step in building our next Roadmap.
Method
Completion assessment of the 28 key (attraction, optimisation and retention) workforce projects was initially undertaken by the Workforce Lead against project plans with subsequent assessment of completion by the Workforce Executive. Key stakeholders were engaged through provision of a project report outlining achievements, additional projects undertaken (not in the Roadmap) and recording unpredicted influencers (funding/ramping), along with recommendations for inclusion in the next Roadmap. A traffic light system was utilised to identify the completion of each project, green-completed, orange-near completion, red-delayed.
Results
Overall 84% of the outcomes have been achieved. 18 projects are complete, 5 nearing completion and 2 delayed. 8 additional projects were completed and 8 unpredicted influencers were realised. Workforce has increased from 606 to 762 headcount and 531 to 627 FTE and staff satisfaction has risen form 46 to 73%. 30 recommendations for the next Roadmap were made to either expand on projects or spread the outcomes to include other groups within our workforce.
Discussion
The Roadmap was built on a strong evidence base informed largely by an all-staff survey and robust project outcomes were documented at the outset. Further, projects were undertaken by a single lead, facilitating staff input. High staff engagement correlates with satisfaction changes. The Roadmap was a point of reference for prioritised projects, with additional projects requiring approval prior to progression. This governance and staff participation by has significantly contributed to the high percentage achievement of Roadmap. We are utilising a similar model to build our next Roadmap.

Sharon is the SA Pharmacy Workforce Portfolio Lead and a trained Facilitator. She undertook a Pharmacy degree at the South Australian Institute of Technology and Clinical Pharmacy Masters Degree at the University of South Australia. She is a Fellow of the Society of Hospital Pharmacists of Australia. Sharon is passionate about workforce wellbeing and supporting staff to work to full scope of practice.
